Meet the board members

The USAA Board of Directors is comprised of individuals who have distinguished themselves through their military and civilian careers.

VADM Zortman served 34 years in the U.S. Navy, commanding the Naval Air Forces, including both the Pacific and Atlantic Fleets, as well as Task Force 50 during Operation Enduring Freedom. He received the Distinguished Service Medal, the Defense Superior Service Medal, four Legion of Merit awards, the Bronze Star and the Air Medal.

VADM Zortman is a senior advisor at Boston Consulting Group and a trustee to United Through Reading. He is also the former chair of the Naval Aviation Museum Foundation and the San Diego Regional Economic Development Corp.

He held senior vice president positions at Northrop Grumman Aerospace and served as a member of the strategic advisory board of Airbus U.S. Space and Defense, Inc.

VADM Zortman has a Bachelor of Science in Economics from the U.S. Naval Academy and completed a fellowship with the Chief of Naval Operations Strategic Studies Group at the Naval War College.

LTG Melcher served 32 years in the U.S. Army, including as the Military Deputy to the Assistant Secretary for Financial Management and the Deputy Chief of Staff for Programs, G8. He also led the Army Program Analysis and Evaluation Division and commanded the U.S. Army Corps of Engineers, Southwestern Division. As a White House Fellow, he was appointed by President Ronald Reagan as the Executive Assistant to the Director in the Office of Management and Budget. He received two Distinguished Service Medals and the Presidential Service Badge among other awards.

A former CEO of Exelis Corporation, a Fortune 500 company with over $5B in revenues, he then became the CEO of Aerospace Industries Association, the industry’s leading trade association. He has also served as the Non-Executive Chairman of Embecta Corporation, Lead Independent Director of Cubic Corporation, and as a director on the board of managers of GM Defense, Becton Dickson & Company, and C.R. Bard Corporation. He also serves as an Ambassador for Homes For Our Troops, was a John W. Dixon Award Recipient from the Association of the United States Army, and was named a Distinguished Graduate of West Point in 2023. LTG Melcher has a Bachelor of Science from the U.S. Military Academy at West Point, a Master of Business Administration from Harvard Business School and a Master of Public Administration from Shippensburg University. He holds a NACD CERT Certificate in Cyber-Risk Oversight.

Juan C. Andrade serves as the president and chief executive officer of USAA. He brings significant private and public sector experience in senior leadership roles across multiple global organizations and a strong track record of driving operational excellence, innovation and financial performance. Juan leads the Association with a deep commitment to serving the military community and their families.

USAA ranks among the most respected financial services organizations in the country. In 2025, it was listed No. 93 on the Fortune 500® and is ranked No. 26 on Fortune’s 2026 World's Most Admired Companies list. USAA has also been recognized as both a VETS Indexes 5-Star Employer and a Military Friendly® Employer every year since those programs began. Guided by its Mission, USAA directs the majority of its philanthropic efforts to initiatives that strengthen the military community. In 2025, the Association launched Honor Through Action, a five-year, $500 million commitment to advancing meaningful careers, financial security and overall well-being for the military community and their families through focused philanthropy, research-informed programs and targeted policy advocacy. Honor Through Action builds on USAA’s Face the Fight™ initiative to prevent veteran suicide.

Juan has served on USAA’s Board of Directors since 2020 and is also a member of USAA’s Federal Savings Bank Board of Directors. In his Board service, he contributes to key committees focused on member experience, risk, finance and technology.

Before joining USAA, Juan was the president and chief executive officer of Everest Group, Ltd., a global provider of reinsurance and insurance solutions. Prior to Everest, Juan held senior executive positions at Chubb, The Hartford and Progressive, leading businesses across domestic and international markets and delivering sustained operational excellence.

Beyond the private sector, Juan has a distinguished record of public service, with experience in national security, international affairs and drug enforcement. He has held key roles in the U.S. federal government's Executive Branch, including the Office of the Secretary of Defense, the Drug Enforcement Administration and the White House Office of National Drug Control Policy. In recognition of his work in national security, he was awarded the Secretary of Defense Medal for Meritorious Civilian Service.

Juan is a leader in the global insurance industry, serving as a member of the Geneva Association, the international association of insurance companies and a leading industry think tank. He serves on the executive committee and the board of the American Property Casualty Insurance Association, the primary national trade association for the U.S. property and casualty insurance industry. Additionally, he serves on the American Red Cross Board of Governors and is a member of Business Roundtable and The Business Council, two select groups of CEOs from leading global companies who collaborate on issues shaping the global economy and business leadership.

He holds a bachelor's degree in journalism and political science from the University of Florida and was honored as a Distinguished Alumni in 2018. Juan also holds a master's degree in international economics and Latin American studies from the Johns Hopkins University School of Advanced International Studies. In 2023 and 2025, he was recognized by The Wall Street Journal as one of the World's Most Influential Decision Makers.

Mr. Conner has served as a director of USAA Federal Savings Bank since 2020, serving as its executive chairman from 2024 to 2025.

His extensive banking experience includes service as a board member and chair of the Consumer Bankers Association, vice chairman of Consumer Banking for Citizens Financial Group, Inc., president of Chase Home Equity and Mortgage Home Loan Direct, chief executive officer of Chase Education Finance, president of Bank One Real Estate Lending, and president and chief executive officer of Bank One Mortgage Corporation. Mr. Conner also served as a board member, treasurer, and audit committee chair of the Dave Thomas Foundation for Adoption. He also serves as a director of Radian Group, Inc.

Mr. Conner has a Bachelor of Arts in Business, Finance and Banking, and Master of Business Administration from the University of Arkansas.

Mr. Darnell served in the U.S. Army Corps of Engineers and in the U.S. Army Reserve and is now the lead independent director of USAA Bank.

Mr. Darnell spent 37 years with Bank of America, including service as vice chairman of Global Wealth & Investment Management, co-chief operating officer, president of Global Commercial Banking and president of Middle Market Banking.

Mr. Darnell previously served on the board of directors of Watsco, Inc., the American Bankers Association, The Museum of the American Revolution, Project Life Movement, and Granite Construction, Inc.

Mr. Darnell has a Bachelor of Science from Wake Forest University and a Master of Business Administration from the University of North Carolina at Chapel Hill.

Gen Fenton served over 38 years in the U.S. Army, and Special Operations, including as Commander of the U.S. Special Operations Command, Commander of the Joint Special Operations Command, the Senior Military Assistant for two U.S. Secretaries of Defense, Deputy Commander, U.S. Indo-Pacific Command and Commander of U.S. Special Operations-Pacific Command. He received multiple awards including the Defense Distinguished Service Medal with one bronze oak leaf cluster, Defense Superior Service Medal, Legion of Merit with one bronze oak leaf cluster, Bronze Star Medal with two bronze oak leaf clusters, Defense Meritorious Service Medal with one bronze oak leaf cluster and the Meritorious Service Medal with three bronze oak leaf clusters.

Gen Fenton currently serves on the board of directors of ManTech, as well as several non-profit boards including: The Honor Foundation, Spirit of America, and the Special Operations Warrior Foundation. He is also on the advisory board of Duke University’s Coach K Center for Organizational Leadership and Ethics.

Gen Fenton has a Bachelor of Business Administration in Marketing from the University of Notre Dame and a master's degree from the U.S. Army Command and General Staff College. Additionally, he completed the 2009-2010 U.S. Army Fellowship at Georgetown University in Washington, DC and has negotiation/leadership training from Harvard's Business and Law Schools.

Mr. Griggs has served as a director of USAA Federal Savings Bank since 2024. He is a seasoned risk professional and served as the Chief Risk Officer for Citizens Financial Group, where he also served as Chief Credit Officer and General Counsel. He has held risk management leadership roles at Morgan Stanley, Citigroup, Bank of America, Fifth Third Bank, and First Union/Wachovia.

Mr. Griggs previously served as the chairman of the Risk Management Association and as the past president of the board of the Rhode Island Philharmonic Orchestra and Music School.

Mr. Griggs practiced commercial and real estate law, representing banks and corporations prior to joining the financial services industry.

Mr. Griggs has a Juris Doctor from the University of North Carolina School of Law and a Bachelor of Arts from University of North Carolina at Chapel Hill. He is also a member of the Virginia State Bar.

RADM Landry served 35 years in the U.S. Coast Guard, both in active duty and Senior Executive Service. She was special assistant to the president and senior director for Resilience Policy for the National Security Council, SES director of Incident Management and Preparedness Policy, Commander of Eighth Coast Guard District and director of Governmental and Public Affairs for the U.S. Coast Guard.

She currently serves on the board of directors of the Florida Chapter of the National Association of Corporate Directors. She previously served on the board of directors of Norwegian Cruise Line Holdings and on the advisory board of Sea Machine Robotics, Inc.

RADM Landry has a Bachelor of Arts in English from SUNY Buffalo, a Master of Arts in Management from Webster University and a Master of Marine Affairs from University of Rhode Island. She is a Harvard National Security Fellow, a Harvard Certified Board Director and a NACD Certified Director. She also has a NACD CERT Certificate in Cyber-Risk Oversight.

Gen McDew served 36 years in the U.S. Air Force, including as Commander of the U.S. Transportation and Air Mobility Commands, Commander of the 18th Air Force and Air Force District of Washington and as director of public affairs to the U.S. Air Force. He received the Defense Distinguished Service Medal as well as the Air Force Distinguished Service Medal and Defense Superior Service Medal, both with an oak leaf cluster. Gen McDew also received the Legion of Merit award with two oak leaf clusters.

Gen McDew currently serves on the board of directors of Abbott Laboratories, GE Aerospace, and Parsons Corporation, as well as the board of Manns Horne Youth Foundation and the Boys & Girls Clubs of America.

Gen McDew has a Bachelor of Science in Civil Engineering from Virginia Military Institute and holds a Master of Science in Aviation Management from Embry-Riddle Aeronautical University.

Ms. McKibben is founder and chief executive officer of The MAC Energy Group. She serves on the boards of Ecolab Inc. and Huntington Ingalls Industries, Inc. Ms. McKibben is currently the chair of the National Kidney Foundation and serves on the board of governors at West Virginia State University.

Ms. McKibben served on the National Security Council as Senior Director of European Affairs and Director of European Economic Affairs and EU Relations. She was also Special Counsel for International Trade and Investments in the U.S. Department of Commerce. She is a member of the Council on Foreign Relations, the Clean Energy Business Network, Women in Renewable Energy, and Women’s Forum of New York, as well as the former vice chair of New York Power Authority.

Ms. McKibben has a Bachelor of Arts in Political Science, summa cum laude, from West Virginia State University and Juris Doctor from Harvard Law School.

Ms. McKibben obtained her membership through the military service of her husband.

ADM Moran served 38 years in the U.S. Navy, including as Vice Chief of Naval Operations, Chief of Naval Personnel, Director of Air Warfare and Commander of the Patrol and Reconnaissance Group.

ADM Moran is the founder of WFM Advisors, LLC and the board chair and trustee of the Naval Academy Athletic Scholarship Foundation. He is also a trustee of the Naval Institute and the Naval Aviation Museum Foundation. Additionally, he serves as a director of Curtiss-Wright Corporation. He is a director and advisor for several small start-up companies operating in the national security and leadership development space and he is a distinguished fellow at Duke University’s Center on Leadership and Ethics (COLE).

ADM Moran has a Bachelor of Science in English from the U.S. Naval Academy and a Master of Science in National Security Strategy from the National War College.

CMSAF Murray served 29 years in the U.S. Air Force. He was awarded the Distinguished Service Medal, Bronze Star, Defense Meritorious Medal, Air Force Meritorious Medal and received the Air Force General Lew Allen Trophy.

He currently serves as a director of Air & Space Forces Association (AFA) and Air Force Enlisted Village, and trustee of the Air Force Memorial Foundation.

His prior experience includes service as vice chairman of the Southeastern Federal Credit Union, and director of Armed Forces Benefit Association/5-Star Life Insurance Company. He spent 12 years at Lockheed Martin Aeronautics as director, Sustainment Operations and senior manager, Business Development. He also served as chairman of the Air Force Museum Foundation, and the AFA and co-chair of the Air Force Retiree Council.

CMSAF Murray has a Bachelor of Arts in Business Administration, cum laude, from St. Leo University and an Associate in Applied Science in Aircraft Maintenance Technology from the Community College of the Air Force.

Mr. Qutub has served as a director of USAA Federal Savings Bank since 2014. He served his country as a corporal in the 1st Marine Reconnaissance Battalion. He is the Chief Financial Officer of RenaissanceRe, a global property and casualty reinsurer.

His professional background includes serving as Chief Financial Officer for MSCI, Inc. He also held senior financial positions within Bank of America’s Consumer and Business Banking Division and its Global Banking and Marketing Division. Furthermore, he held various leadership roles at PricewaterhouseCoopers LLP.

Mr. Qutub also serves on the boards of the UNC Charlotte Foundation and the University of North Carolina at Charlotte Belk College of Business.

Mr. Qutub has a Bachelor of Science in Accounting from the University of North Carolina at Charlotte.

Ms. Young is a member of the board of directors of Spahn & Rose Lumber Co., the National Association of Corporate Directors (NACD), and serves on the Advisory Board of Gemline, Inc. She is also a trustee for Saint James School, MD.

Her prior experience includes serving as chair, president and chief executive officer of the Phoenix Companies, as well as being the former non-executive chair of Footlocker, a member of the board of directors Aegon Ltd., Save the Children USA, Save the Children International, Sonoco Products Company, Wachovia, Goodspeed Opera House, Hartford Healthcare Corporation, the Connecticut Science Center and Wittenberg University.

Ms. Young has a Bachelor of Arts and a Master of Arts in Political Science from Drew University and a Juris Doctor from the University of Connecticut. She earned the NACD Directorship Certified designation, is an NACD Board Leadership Fellow and has received the NACD CERT Certificate in Cyber-Risk Oversight.

Ms. Young obtained her membership through the military service of a family member.
